Following the announcement of the Cyberport expansion plans in 2019, the Innovation, Technology and Industry Bureau (ITIB) repeatedly promised that they would consult the residents and the district council on the design of the waterfront park. They broke these promises recorded in the minutes of meetings with the Southern District Council, Town Planning Board and the Legislative Council.
They have refused to attend District Council meetings since funding was approved by the Legislative Council in 2021. I have raised the issue in the District Council yesterday and informed the media (click here) today, as once again Cyberport refused to meet in Council.
The MTR, HKU and Hospital Authority have - for their projects in Pokfulam - adhered to a transparent process of consultation and responding to the community over my 13-year tenure as District Councillor. They also publish(ed) relevant information (visuals, timeline, contacts, etc) for major projects on their websites.
It is regrettable that Cyberport has refused to do the same for their HK$5.5billion publicly funded project which has a major impact on the community. Following my complaints, ITIB has replied to the district council yesterday with a few updated visuals indicating what can be expected for one of Hong Kong’s more popular parks: The Cyberport Waterfront Park.
With this, I urge Cyberport and ITIB to adopt a more inclusive style of working with the communities they operate in – whether it is Pokfulam or elsewhere in Hong Kong.

立法會於2021年批出撥款後，數碼港及創科局一直拒絕參加區議會會議。最近，我提出了議程，要在昨天的區議會上討論有關數碼港擴建事宜，但數碼港及創科局數碼港再次拒絕出席會議。詳情可瀏覽我今日發出的新聞稿。
港鐵、香港大學及醫管局為區內項目進行諮詢工作時均採取公開和透明的方式。於我十三年的區議員生涯當中，他們從未拒絕互動溝通。這三個機構還將有關項目的詳情（模擬圖片、時間表、聯絡方式等）上載到他們的網站，方便公眾查閱。
遺憾地，數碼港未有就耗資55億元公帑的擴建項目採取同樣的態度。我於多次區議會會議投訴和追問後，創科局終於作出書面回覆，當中有數張更新了的概念圖片，包括海濱公園部份範圍。
我希望藉此促請數碼港及創科局與時並進，採取包容的方式，與社區就項目進行共議。
