Following the announcement (link) that Caritas Wu Cheng-chung Secondary School will vacate its campus in Pokfulam starting September 2024, we wrote to government regarding the future use of the site. We have received a letter reply from Education Bureau (click here) explaining that they will determine the next step, including studying the feasibility of handing it over to HKU for teaching and research purpose.

Further to our report in September 2022, the Town Planning Board (TPB) is updating the Outline Zoning Plan (OZP) for Pok Fu Lam (link) to reflect the approved redevelopment of Ebenezer School at 131 Pok Fu Lam Road into private residential units, and the construction of a laboratory east of 3 Sassoon Road by the Faculty of Medicine of the University of Hong Kong. 151 residents have signed our online petition to TPB asking for more control over the final design of the new HKU Med building. The Board met on 10 February 2023 and heard the residents and myself. The minutes are online, click here. We expressed deep concern over the loss of vegetation along Victoria Road, and the impact of the structure on Royalton residents. Click here for our powerpoint presentation. Members of the Town Planning Board agreed that 'it was doubted how those (greening) presented in the artist’s impression could be materialized and how preserving the Item A site as a green character of the original “GB” zone could be fully achieved'. To address this, the Board decided to add a requirement in the explanatory statement that an 'Integrated design with the environment should be adopted for the greening and landscaping of the proposed development'. This gives the community and the Town Planning Board an opportunity to make comments. Support our amendment for the Outline Zoning Plan for Pok Fu Lam We want the same requirement for HKU’s medical laboratory east of 3 Sassoon Road. This is in line with HKU’s promise to consult the residents once they have hired the consultants for the detailed design work. The difficult site conditions make it highly likely that the final architecture will be very different from the conceptual design presented in 2021. An area of 4 hectares is targeted between Pok Fu Lam Road and Victoria Road – from upper Baguio Villa to connect with the HKU facilities planned near Sassoon Road. We recently met with HKU to learn more about the plans. They are in the process of acquiring consultants to assist with planning for the development site identified by government (below). In line with comments received, we have expressed concerns over traffic impacts, the loss of sightlines for residents nearby and the further loss of green space in Pokfulam following the approved medical laboratory building east of 3 Sassoon Road.

When responding to a question from a board member, Dean of Medicine Professor Gabriel Leung said in Cantonese: "This land, actually it was the Chief Executive coming to HKU Medical School, she pointed it out to me. I don't think anyone else would know better than her, as she used to be the Secretary for Development" (2:04:11 of the audio recording). This information was omitted from the meeting minutes. The Incorporated Owners of Yee On at Northcote Close have submitted two applications to the Town Planning Board in response to the HKU’s plans for a large laboratory complex on the neighbouring green belt.
According to the applicant: “Please note that the application is providing an alternative solution to HKU expansion, and not objecting to it. Note that the whole character of the area is changing because of the huge HKU development and that the low density Northcote Close residential development is no longer compatible. With the expansion of HKU it should be rezoned to "Government, Institution or Community" to make a logical extension of the university, or to be rezoned for a medium density residential development.” Find out more? We wrote to ask the Innovation & Technology Bureau for details. In their reply (link) they explained the site would be in the vicinity of the Ebenezer School and Home for the Visually Impaired, and that details are subject to further study. We have since asked them to consult the community and the Southern District Council before developing the proposal any further, as already so much green space in Pokfulam is lost to recent developments for Wah Fu Estate, Cyberport and HKU. Checks and balances appear to be lost in the relentless development of Pokfulam.

HKU submitted additional information (gist) for their planning application to rezone 1.64 hectares of green belt east of 3 Sassoon Road for a laboratory complex. Early this week, the Planning Department announced it exempted this information from public scrutiny and the Town Planning Board announced it will review the application this Friday. As HKU only provided a hard copy of the full information, we are hosting a scanned copy on-line below. HKU’s responses to the many comments confirm that there has been NO detailed evaluation of alternative site options. Moreover, the reduction in building height by 2m-5m is entirely negated by allowing roof top structures up to 10% of the building height! In a letter yesterday to the Town Planning Board and Planning Department (link), we are urging them to allow the public to comment on the new information instead of rushing this through. HKU has offered to reduce the maximum building height by 5 meters. This is considered meaningless, as the scheme available for approval is merely notional. The Legislative Council Finance Committee in their meeting on 8 October 2021 approved a HK$56 million budget for site surveys and engineering studies. Only once these have been completed can a realistic scheme be devised for this complicated site. We will continue to urge the Town Planning Board to demand a detailed analyses of costs and benefits of alternative sites. The Faculty of Medicine of HKU is planning to build a laboratory complex on the green belt between 3 Sassoon Road and Ebenezer School. The laboratories will be working with biosafety risk group 3 (P3) microorganisms, macromolecular complexes, stem cells, wet chemicals, soft tissues, and animals. We scanned the 519 page submission. Nearby residents have formed working groups and engaged planners, architects and engineers. Whilst they support expansion of Hong Kong’s medical research and education facilities, they are deeply concerned over biosafety hazards, loss of green belt and traffic impacts. Importantly, they concluded that the renderings are "misleading" as the laboratory complex can’t be built as presented. Residents are upset with potentially losing yet another green site in Pok Fu Lam – with the Housing Department developing green belt sites near Wah Fu, Cyberport grabbing part of the waterfront park, and HKU seeking a virgin green belt site. The building will impact the views of residents at Northcote Close, Royalton and Radcliffe. We have asked HKU to consider alternative sites, design and development parameters. They will include pedestrian links for the public to connect between Victoria Road, Northcote Close and Pok Fu Lam Road. We will organise community meetings with HKU for residents to give their input. HKU plans to convert the tennis courts into two 20-storeys buildings providing approximately 970 places for students. Target completion is 2023-4.
