Early morning aircraft noises 清晨時分飛機噪音問題

Following complains of excessive aircraft noise during early morning hours, we wrote to the Civil Aviation Department (CAD). We received a detailed response (link). I suspect that older aircraft laid on to cope with the increase in air freight had an impact for Pok Fu Lam. While air traffic increased in the course of last year, now less so as Covid risks increased during the winter season. Noise is the uncomfortable sign of normality returning.

早前收到居民投訴後，我們去信民航處，最近收到他們詳細的回覆（連結）。我個人認為可能早前貨運需求上升，航空公司動用一些機齡較舊的貨機，引擎聲浪會相對明顯。

Fallen trees at Pik Shan Trail yet to be cleared 碧珊徑塌樹等待清理

Pik Shan Path (the section near Queen Mary Hospital) is blocked by trees fallen over during the typhoon last month. Lands Department has urged their contractor to clear it as soon as possible. There is a apparently a backlog of works. Joggers are urged to take care when climbing over the trees.

上月颱風吹襲後，碧珊徑近瑪麗醫院的一段因塌樹而受阻。地政署已催促外判商盡快清理倒塌的樹木。據聞，外判商積累待處理的個案數目不少。

Typhoon Lionrock toppled a large tree at Kong Sin Wan Valley and laid a large slope area bare. Initial inspection suggests that whilst there may not be immediate danger for adjacent property, we have asked the Geotechnical Engineering Office to investigate the slope for landslip risks. 颱風獅子山吹襲下，鋼線灣山谷一棵巨樹被吹到連根拔起，一處斜坡出現光禿禿現象。經初步視察後，雖然未必對鄰近建築物出現即時危險，但是基於安全理由，我們已要求土力工程處檢查斜坡及評估山泥傾瀉的風險。如你察覺區內有不穩定的斜坡、建構物或樹木影響性命及財產安全，請將位置及相片電郵給我們：[email protected]，以便跟進。

Typhoon Kompasu toppled a tree blocking Victoria Road for a short period of time. The tree was quickly removed by the Fire Services Department.

颱風圓規吹襲下，域多利道一棵樹塌下，近上碧瑤的一段來回行車線曾短暫封閉。多名消防員迅速地完成清理工作。

The Food and Environmental Hygiene Department (FEHD) continues with our “clean slope initiative” clearing rubbish accumulated along slopes in Pokfulam. Current focus is on slopes near Consort Rise, along Victoria Road and below Mount Davis Road. UNFORTUNATELY, new garbage has been found on slopes we recently cleared. We urge residents to query their building management, cleaners and contractors on waste and rubbish disposal. Do compel all to keep slopes adjacent to your properties clean. The majority of the waste collected is either domestic rubbish or small construction waste. We thank the FEHD foreman, inspectors and contractors for navigating the steep slopes. We also thank adjacent private properties for providing access.

食環署早前繼續清理了域多利道、摩星嶺道及金粟街一帶斜坡的垃圾。壞消息是一些不久前才清理完畢的斜坡出現新垃圾。我們促請大家提醒其屋苑的管理處、清潔工人及外判工人：切勿將垃圾棄置於斜坡上。我們感謝食環署的外判工人、管工及督察於地勢險要的斜坡上進行相關工作。同時我亦感謝鄰近的私人屋苑借出平台通道，行動得以順利進行。

Smoky vessel successfully prosecuted 成功檢控船隻排放黑煙

On 29 April 2020, we received some 20 complaints from Pokfulam residents over a container vessel 'YM Orchid' emitting dark smoke continuously at East Lamma Channel near Cyberport and Sandy Bay. Marine Department confirmed that the owner’s agent and the master of the vessel have both been prosecuted. Both defendants pleaded guilty and were fined at the hearing. We thank the residents who made reports, took a 3 minutes video, and provided a witness statement.

2020年4月29日，我們收到20多名居民投訴一隻貨櫃船「YM Orchid」在東博寮海峽近數碼港及大口環一帶持續排放黑煙。海事處最近已完成對該船隻的代理人及船長的檢控工作。兩名被告選擇認罪後被判罰款。我們感謝居民熱心舉報、拍下三分鐘的影片及到海事處錄取口供。

Slope cleansing in Pokfulam continues 清理薄扶林斜坡的垃圾

The Food and Environmental Hygiene Department (FEHD) has cleared rubbish accumulated along the slopes at Consort Rise, Waterfall Bay and Mount Davis Road. The operation at Consort Rise was challenging given the hot weather, steep slopes and lack of access. Hundreds of garbage bags had to be lifted using ropes. We have written an appreciation letter to thank FEHD team including the contracted workers, foreman and inspectors involved. We also like to thank the private properties along Consort Rise for allowing the use of their parking areas.

食環署最近清理了瀑布灣、摩星嶺道及金粟街一帶斜坡的垃圾。由於天氣酷熱、山路迂回曲折及缺乏運輸途徑，金粟街斜坡的清潔行動極具挑戰性。工人需使用繩索吊走數百袋垃圾。我們已去信感謝食環署的外判工人、管工及督察。同時我亦感謝金粟街的私人屋苑借出停車場的地方，行動得以順利進行。

The Food and Environmental Hygiene Department (FEHD) is clearing rubbish accumulated along the slopes of Pokfulam. The focus this week is on the slopes below the properties at Consort Rise. The waste accumulated over the years was huge. Over 700 bags full of all sorts are being removed. We thank the team for their efficiency in safely navigating the steep slopes, and the district council for funding slope cleaning projects. Meanwhile, please remind your contractors to clean up after renovation projects. Next, FEHD will deploy their teams to clean up the slopes near Waterfall Bay and along the trail connecting Mount Davis Road and Victoria Road.

食環署外判工人最近於域多利道經迂回曲折的山路，進入金粟街多個屋苑下面的斜坡，清理積聚多年的垃圾。是次行動收集的垃圾超過700袋，數量驚人，我們感謝食環署的安排及區議會為項目撥款。藉此希望大家提醒你的外判工人及裝修師傅，請勿將垃圾棄置於斜坡上。食環署會繼續行動，清理包括瀑布灣及連接摩星嶺道至域多利道小徑旁邊的斜坡。

To deter the feeding of wild boars, FEHD has installed two IP cameras at Bisney Road. These cameras are here on a temporary basis, after which they will be redeployed at other black spots.

為了應對餵飼野豬所衍生的問題，食環署最近於其中一個黑點（碧荔道）安裝了兩部網絡攝錄機。這些攝錄機只屬臨時性質，稍後會移除並安裝於其他黑點。

Possible dog poisoning under investigation 狗隻懷疑中毒個案

We are sad to report the death of a ‘local’ dog, Mochi. Following a walk in and around the waterfront park the dog had seizures and started to vomit. Mochi passed away later in the evening, 24 January 2021. As the signs are consistent with poisoning, an investigation by the Police is in progress with autopsy and laboratory tests. The same team also investigated suspected poisoning in July 2020. The management of Cyberport confirmed they did not apply any pesticides and disinfectants nor did they lay rat poison in the area around Cyberport 4. We inspected the site with the Police. SPCA has put up notices reminding dog walkers.

For all dog handlers, please be aware of the risk of suspicious food items especially when you walk your dogs unleashed. If you do spot suspicious items, please take a picture, remove the item to avoid animals getting hurt, and advise our office ([email protected]). If your dog shows does signs of poisoning (link), please visit the vet immediately and inform the Police via 999.

And to those who leave food for strays, you do more harm than good. Don’t leave food around for animals.

剛過去的星期日早上（2021年1月24日），狗隻Mochi於數碼港海濱公園放狗回家後出現抽搐及嘔吐，同日晚上不幸去世。警察現已就狗隻懷疑中毒事件展開調查，負責的重案組為調查上年7月區內狗隻懷疑中毒案的同一隊。死因需要等待驗屍報告及其他樣本的化驗報告才可確認。數碼港的管理公司表示沒有於數碼港4座附近範圍使用老鼠藥、殺蟲藥或消毒液體等等。我們與警方進行了實地考察，而愛護動物協會亦張貼了告示。

請各位放狗人士注意地上是否有可疑食物，特別是不使用狗繩時。如目睹可疑食物，請移除食物以免其他狗隻進食，並將食物相片電郵到[email protected]。如狗隻出現懷疑中毒徵狀（連結），請馬上到獸醫求診及致電999。

我再次呼籲大家不要留低食物餵飼流浪貓狗。
